SAMPLES of ANIMATIONS  Takes about 5 - 10 minutes to make one of these glitter graphics. Sectioned glitter: Here I duplicated the image twice. In photoshop:Select>Color Range to work on a specific area. So the body has glitter, the clouds just have sparkles and the tail and mane are not animated at all. TIP: Most glitter animations use 3 images. So always duplicate what you want to animate twice and add any additional static images on a new layer.

TUTORIAL begin here...
This part was done in photoshop. But you can use psp also.
*Glitter*

1. On A tranparent layer type something. You can add a graphic like a heart. 
Make sure the heart and letters are on the same layer, merge visible if necessary. 

2.  Duplicate the layer twice. Now you should have 3 layers the same.

3. Under Filter> Noise> Add Noise  > change Amount to 20 (you can do higher if you like)
Distribution choose Uniform. Check Monochromatic.

4. Repeat above step for  the next 2  layers.  But change the (Amount to 23 on layer 2)   and ( Amount to 26 on layer 3)
Always using intervals of 3.

If you stop here you will have a noisy sort of glitter.  But it helps to add some sparkle as well.

*Sparkles*

5. Make sure to install the VM Natural Sparkle Filter from here.  
It should go into your plugins folder of photoshop or psp.  

6. Select the First layer

Choose the Filter from your Filters menu > VM Natural>Sparkle
 
Set up the sparkle the way you want it to show. I have it set to all white and smaller sparkles.
Then Hit Ok. This should put some twinklie stars on your letters.

7. Repeat above step for Layer 2 and 3.  But make sure to Change the Random Seed when applying to each layer.
Random Seed will change the position of the stars so they will animate.

8. Now you will have 3 layers that look like this

9. Hide 2 of the layers and save the 1st as gif.  Do this for each layer till you saved all 3 layers as separate gifs. You can name them. 1.gif,2.gif,3.gif.

Alternative: if you want to add an image with the text.

note: If you want to add an image behind or over the text, paste your image in a new layer and leave it visible while saving all 3 gifs. See example below:
New image is on layer 4.   Save the layers like in step 7, but leave layer 4 visible.

*ANIMATION*  How to ANIMATE in Animation Shop
Now we need to animate the 3 layers.

You need animation shop. It usually comes with Paint Shop Pro.

1. Open Animation Shop

Go to File> Animation Wizard:
The next few screens will appear and should look like the following,
usually you won't have to change much.
Keep hitting next.

Make sure this is set to Yes and 10.

Click Add Image and add all your images in the
order you want it to animate.

Click Finish

Go to the View Menu > Animation  to watch the animation.

If you like what you see.  Save As  and save the .gif file.

you are now DONE !

Try something like this. Make a border, leaving the center transparent.
Here I added a style to the border.
Duplicate the border twice.  Follow the steps above for glitter and sparkles.
Add an image on the 4th layer behind the border.  Save the 3 gifs and animate like examples above.
